This looks like a multi-conductor cable. Such cables have labels like this. Often they are marked 1/0, 4/0 etc. Depending on the conductor, they may have different colours, depending on what they are good for.\nIn this case, they are not used for electrical purposes, but for some other purpose. The number of the conductors (1 and 2) is probably not significant for them.\nIt seems they are some kind of strain-reliefs:
